A Basic guide and steps on how to report a player within our community.

• When placing a player report on another member of this community, Either it be on the Forums, Discord or the /report feature in game. You are required to have a minimum 3-5 Minute clip leading up to the rulebreak, And the full rulebreak in question.,
• Any evidence tampering to incriminmate the other party will be strictly enforced and is not welcomne here at NLG. If found doing so both parties will be punished for their rulebreaks.
• Alternatively you may place a report up on our Forums page after making an account.
• You may be asked some questions within the ticket or forum post. Please be as co-operative as possible so staff can handle the ticket quickly and effectively
• /Report in-game to get an in-game staff membe to respond quickly for small offenses. You may be asked to join discord to show evidence or your point-of-view. Please comply to make it quick and effective.
• Any serious rule breaks MUST go through the forum report system.

Terms to help you while you are in a scene and dont know how to say certian things. This includes but is not limited to:

• When in roleplay you are expected to upkeep a level of realism, So no speaking of anything that may cause a break in anyone's roleplay experience.
• Certain phrases are not allowed while you are in character such as:
• Banned
• Admin/Staff
• Game, GTA, FiveM
• Metagaming (Or any form of rule breaks)
• Reporting
• Please use the following information to avoid any sort of rulebreak or break in character.
• Some simple day to day use terms are as follows
• Head Popped - Crashed or Disconnecting
• Tsunami - Server scheduled restart or an announced restart.
• In my Head - You will be AFK For a short period of time. (If you believe you are going to be over 10 minutes, Please disconnect to avoid holding slots for other players)
• Emails - Discord or Forums
• Lucky Number/Special Number/Magic Number - Your current session ID, Can be found by using the in game command "/ID"
• Voicebox - Microphone
• Government/Gods - Admin/Staff
• More terms can be found in the Utopia Discord

• It is your responsibility to have your accout under control. There are many ways you can protect you account from 3rd Partys. Please utilise these to make your account secure and yours only
• If someone else is on your account, You will be held responsible for any actions/rulesbreaks they do
• If you know your account has been compromised, Please contact a staff member to inform them you don't have access to your account, We will ban your account UNTILL you have control of your account again.

• Respect all member within this community, This is a given to make the most of your time here.
• Expect to be put in many different situations that you may not be familiar with. If you do not understand something. Make it known within roleplay to help both sides understand you are not familiar with the scene or situation you are currently in.
• We have a zero tolerance for toxicity within this community. Understand this is a roleplay server, We understand not everyone will get along but try to separate in-character with out-of-character interaction and roleplay to the best of your ability.
• Any form of discrimination is not tolerated and will be met with administrative action.
• Any sort of racism will not be tolerated, You will face a ban without warning.
• Any Form of degrading actions on a person that they do not consent to will be met with moderation and possibly a ban. This includes but is not limited to (“/e pee” on a dead person and/or “/e bunny”).

• Utopia is an English speaking roleplay server. We appreciate that we will have people joining from a variety of backgrounds but we kindly ask you to speak exclusively English so everyone can interact with you and make the best experience for you.
• We advice you use push-to-talk while in-city. This is to avoid any un-needed background noises that may ruin another persons experience.

• Absalutely no trading for ingame assets or money for out of game currencies, This will not be tolerated.

• Using in game mechanics such as but not limited to emotes, bullet proof clothing/vehicles to gain a advantage other other players will not be tolerated, Everyone is expected to play fair with no exceptions
• Abusing bugs/Glitches will not be tolerated, If you are seen using one we will not tolerate it and you will face moderation action, We expect if you find a bug/glitch you make a ticket and report it.
• Glitch Rolling and Speed Boosting is not allowed and will not be tolerated.

• Using a third party software to gain an advantage over other players is NOT allowed. This includes Hacks/Cheats, Injectors, Bullet tracers, Graphic packs (Certain graphic packs are allowed, If you are unsure please make a ticket)

• Advertising any other server is strictly prohibited, This includes advertising either through DMs, NLG/Utopic Discord servers or Forums.
• You may advertise any link/discord that is actively involved with NLG or Utopia.

• Going AFK to avoid roleplay such as Prison Cells, Being taken hostage or general interaction is strictly not allowed.
• Everyone is here to roleplay, If the person they are trying to roleplay with isn't involved in their roleplay it doesn't make it fun for either side.
• If you are running out of time while involved in a scene, Let the other person know outside of the game and try to reach an outcome both sides are happy with. It is your responsibility to allocate enough time for the situation you partake in.

• Any information you gain out of character this includes but is not limited to, Youtube, Twitch, Discord.
• Any form of outside communication such as Discord VCs or Teamspeak channels are not to be used while playing in game. You may not use it as your radio. We have radios in the game. Use them.
• Voice IDing a player when they are masked up or have different clothes you do NOT Know who they are, If they have the same clothes or distinguishable features then you can. This is for the fact that people can have multiple characters and not use a voice changer or change their voice in any way.

• When creating your character, The name must be professional and realistic.
• Real life famous people's names are strictly not allowed.
• Make your character name your own, DO NOT Make their name someone from a TV Series or Film, Make your character your own, Make his personality your own.
• Any name that is created with malicious meaning you will be asked to change it or have it fully deleted.

• When a situation is going on that doesn't involve you, Do not get yourself involved.
• If another gang is doing a robbery, they are being chased. Don't help them unless they have specifically asked you for help.
• If contact has been made for YOU to help them, Be sure they are below the scene limit before helping.

• When flying a helicopter. You are required to fly at least 50 ft above city limits and avoid any large building to avoid the risk of crashing.
• You are only to land at Helipads, This does not mean in the middle of a garden.
• If you are seen flying too low or landing a helicopter in the improper location, you will be considered to be breaking the rules.

• When in a scene any player involved in that scene cannot disconnect intentionally from the server until said scene has completely finished. Characters/Players involved in illegal activities must be completely clear for at least 10 minutes after losing the police before they can disconnect.
• Accidental disconnect should be communicated via discord to those who are involved in the scene. Letting them know you are coming back.If this procedure is not taken you will be cautioned/banned for combat logging

• If you wish to purchase a vehicle and want to test the handling before purchasing. You may. While in this test drive phase, you CANNOT Get into any illegal activities aside from simple traffic infractions.

• People are allowed their Political views and world views outside of RP, But remember Los Santos is a place far far away from any real life city/country. Please keep relevant political and world arguments or conversations relevant to roleplay that is currently happening within the city.

We are a serious roleplay server, There for you will need to stay in the confinds if your character 100% of the time you are within the server.

• We understand this is some people's first time playing FiveM Roleplay, But we expect you to stay in character at all times, See General Information 1.2 for commonly used roleplay friendly terms when in-character to not break this rule. You can not play as the default danny, you need to make a character with your own personal style.

• We expect all player on our server to stay in character until you log-out/fly-out, If you see a rulebreak happen while involved in a scene, Finish the scene and once the scene has finished, Make a player report using General Information 1.1

• Random robberies are strictly prohibited. If you wish to rob someone you must know what they have and rob them exclusively for said item.
• Killing people to rob them is not roleplay, Play out the scenario and roleplay a robbery.
• Pocket Wiping is strictly prohibited, Robbing someone for everything they have in their pockets, Or leaving them with very little, This is subject to relativity to please refer to the point above.
• Stealing police equipment is strictly prohibited, Items such as Weapons, Tasers, Ammo are all police equipment that should not be taken when robbing a police officer. When robbing a cop you need a good reason/scene to do so. This is to stop cop baiting.

• This is strictly prohibited, if anyone is seen breaking this rule they will be dealt with accordingly.

• Killing someone without reason is considered RDM. Reasons such as “Calling me a bad name” or saying “mean things” are simply not enough to justify you killing them. Roleplay the situations out, Try to make a storyline with such incidents.
• There must be a valid reason to kill someone that directly benefits you in the situation, This does not mean killing for items, Rule 3.3. Killing for someone “Snitching” is one of many reasons killing someone is reasonable after he's been threatened.

• Using your vehicle as a weapon when there is enough room/time to avoid hitting someone.
• Though using your vehicle as a weapon is not against the rules, You need a roleplay reason to do so. “He was in my way” Isn’t good enough and will be enforced.
• If you do get into a scenario when you do run someone over, Or have to. Please make sure you are following all rules especially 3.8 Value of Life.

• If you have been executed and left to die in the water or on a hill, Refrain from talking until you are revived and have woken up at pillbox (Respawned)
• Once doing so the scene that got you “Dumped” you will not remember, As Well as any information you have been told to forget while being executed. If you believe they are being unreasonable with their term of “Dumping” Please make a ticket within the Discord.

• Valuing your life is a key feature when roleplaying. You need to keep yourself alive as long as possible, When you get into a situation where you have weapons (Knifes, Guns, Bats etc) aimed at you. • When situations get to the point of a shootout, If you are outnumbered you need to comply. Going for the fight is not what we want here at Utopia
• When trying to take someone hostage DO NOT say to them “value your life” use roleplay terms such as “it's not worth the fight” or “this wont go the way you want”
• If you know a EMS Is on-route do not respawn unless you have been “dumped” and the situation causes you to see the light/respawn

• You can NOT Take your own friends hostage, It removes the fact of fear to the hostage.
• When using a hostage to do a robbery, You can not shoot the hostage unless the situation calls for it. Assess the situation. Do NOT Just go for a shootout in a robbery. If the option is there. Get away

• A raid can only take place when authorised to do so, in such places as Prison, PDs and other locations. If you are unsure please ask a staff member using /report.
• You are allowed to raid/gain entry to PD to break out a gang member, Just remember there will be alot of police to deal with, Roleplay this out. Have a plan. Have permission from Liason or Staff

• You need a good reason to stage 2 or body dump someone. If you don't have a good reason, Don't do this.
• You may Stage 2 someone if they are: Using their radio to call out your location, Or shouting your location out.
• Police: Can Stage 2 a suspect if they are crawling away and the officer or others in the area can not safely cuff/detain them
• Body Dumping should be a last resort in any scene, Make sure you have a valid reason before you attempt this.
• Examples when body dumping can be used
• Making the other player forget a situation/information (Make sure to specify what they need to forget)
• Removing someone out of your gang.

• Police may act in a corrupt way up to a certain manner.
• Police selling/giving weapons in any way will result in your ban and character deletion.
• Police are not to take any evidence out of the evidence locker unless it is for an investigation purpose.
• Police may NOT Take anything out of evidence and resell/use.
• If police are caught being corrupt within roleplay they WILL be removed without question, And an investigation MUST be run into said officer
• Police must act professionally around civilians and criminals, Doing so will reduce the incentive to kill police.
• Police must NOT hand/give any police equipment away to anyone outside of the Police
• Police are encouraged to reward good roleplay with lesser jail times. Especially if you did not shoot police during a crime

• EMS Are NOT To be robbed, Killed or taken hostage.
• EMS Are NOT To be involved or near any crime taking place.
• EMS Are NOT To act in a corrupt manner.
• When injured, Stage 1 (Downed) or Stage 2 (Dead/Flat Back) players are to act out their injuries, Failure to do so will result in action from staff.
• If an EMS comes onto a scene that is still active EMS are to be told to leave
• Police must act professionally around civilians and criminals, Doing so will reduce the incentive to kill police.
• Police must NOT hand/give any police equipment away to anyone outside of the Police
• If EMS comes onto a completed scene and you are armed and above an injured/dead body, EMS Are required to listen to you if you tell them not to heal/help the injured person. If you use this to troll you will be banned.

• To perform these actions you need consent from the 2nd party (The person you are going to torture in RP).
• You can ask within roleplay or through a DM On discord.
• DO NOT Do this without their consent, This will also follow rule 2.4.

• Driving a vehicle off road that is not meant for offroad use, Example - T20 Going Offroad uphills. The suspension will not handle the offroad, Even with offroad tyres.
• Sending vehicles off a jump that you do not know the landing point for.
• Jumps that are realistic are allowed, Jumps that will send you or your vehicle FLYING Into the air will get you and you vehicle killed/destroyed.

• No illegal activities are allowed in or around the hospitals. You may defend yourself, But if found instigating anything you will be dealt with.
• PD Can arrest or detain anyone in or around the hospital. If they do so this is not a reason to shoot police. Wait for a transport then try roleplay getting them out. See rule 2.10 if they get into PD.

• This is in place to ensure a level playing field for all involved in a scene. Certain situations you can have more than others. Do not abuse this or it will be changed.
• Once a scene has started, No swapping out people or vehicles, If you have left another vehicle to swap into this is allowed. Do NOT Pull vehicles out of your garage mid scene. This is unrealistic and is not roleplay.
• Police: Before calling for backup, assess the situation before other units arrive. Depending on how many vehicles will determine your response, follow the below rules.
• List of scenes and their limits.
• Store Robbery
• Criminal: 4 Criminals from start to finish, 2 Vehicles.
• Police: 3 Vehicles per car on scene.
• Pursuit/Chases
• Criminal: 6 Criminals are allowed to be involved in a pursuiit whreever it leads. 2 Vehicvles Max for the criminals at all times.
• Police: 3 Vehicles per suspect vehicle.
• Vangelicos
• Criminal: 6 Criminals from start to finish, 2 Vehicles
• Police: 3 Vehicles per suspect vehicle.
• Fleeca Banks
• Criminal: 6 Criminals from start to finish, 2 Vehicles
• Police: 3 Vehicles per suspect vehicle
• Paleto Bank
• Criminal: 8 Criminals from start to finish, 2 Vechiles
• Police: 4 Vehicles per susepct vehicle
• Pacific Bank
• Criminal: 8 Criminals from start to finish, 2 Vehicles
• Police: 4 Vehicles per suspect vehicle
• Gang Compound
• Criminal: No limit, Have to be in the gang of the corresponding compound
• Police: No limit
• Attacking Gang: No more than 10, No vehicle limit
• You are NOT allowed to lead another gang/police to your compound.
• If the scene starts at your compound or police are raiding, This is allowed.
• Gang Wars/Fights
• 8 Per gang to be fighting, No swapping people or vehicles mid fight/chase
• If a robbery has started with 4 People and 1 Vehicle, Another vehicle is allowed to attach to the pursuit with x amount to meet scene limit if needed.
• Scene Limit MAY be broken, If given permission from a Staff Level 5+, A Good reason must be presented to staff, And if allowed, Must be carried out with high quality roleplay.

Simple way how to apply to be a un-whitelisted gang within Utopia.

• Fill out a gang application via the discord #tickets.
• You will need to wait to be accepted/denied.
• You need to be in the server/city for 2 weeks MINIMUM to apply for a gang.

One your gang has been accepted, And you believe you have provided enough scenes and roleplay to the server. Place a application in for your gang to be whitelisted.

• Before opening a gang whitelist application you will need to show the Staff, Management and Gang Liaison that your gang is worth whitelisting.
• Do NOT Ask about your whitelist application.
• Once a ticket is opened you will be heavily watched, So be on your best behaviour in and out of the city.
• IF You are accepted, Your gang will be put on a “probation” period, one incident of your gang breaking rules or your gang getting a strike, Your application will be denied and you will have to re-apply

• A Non-whitelisted gang is allowed 13 people at MAX.
• A Whitelisted gang is allowed up to 20 people at MAX, You do not have to fill these slots to be recognised or put a gang application in.
• Keep in mind your members timezones and activity, Keep your gang as active as possible.
